Goal 1: Creating Pressure and Responsibility
In the development notes for Papers, Please, the creator says that the goal was to make players feel what it’s like to work as an immigration inspector under pressure. The game uses document checking, strict rules, and penalties to create stress and responsibility (Devlog).

Goal 2: Showing the Impact of Strict Systems
This connects to Game Studies because it focuses on how player decisions create meaning. It also connects to Digital Humanities because the game uses a digital system to show real things going on revolving around power and authority.
Another goal was to show how strict systems and rules can affect both the worker and the people trying to enter the country.
